Major Graham W. Fountain Major Graham W. Fountain serves as the Director for Law Enforcement Operations. Graham W. Fountain has enjoyed a distinguished career in state and local law enforcement and public safety. Graham was appointed by Governor Jeb Bush as Director (Law Enforcement Colonel) to head up Commercial Vehicle Law Enforcement for the Florida Department of Transportation, where he served for eight years. During his tenure, he was successful in bringing major accomplishments in the areas of highway safety and homeland security programs and providing leadership that resulted in professional law enforcement agency accreditation.

Graham began his career as a Deputy Sheriff in Okaloosa County in 1980 and rose to serve as Undersheriff for Okaloosa County Sheriff Larry Gilbert. He also served in various public safety posts including Chief Investigator for Florida Office of the Comptroller, Department of Banking, Finance, and Securities; Law Enforcement Investigator II with the State Treasurer/Insurance Commissioner/Fire Marshals, Division of Insurance Fraud. He is formerly the President/CEO of G.W. Fountain and Associates, LLC, where he provided services as a governmental affairs and management consultant. Awarded the top FDOT honor as being selected "Leader of the Year", Graham is the recipient of numerous other awards for his investigative and management performance.

Graham received his Bachelors Degree in Criminal Justice/Political Science from Troy State University and is a graduate of the American Association of Highway and Transportation Officials (AASHTO) Leadership Academy, the Florida Criminal Justice Executive Institute (FDLE/FSU) Chief Executive Program, and the Federal Law Enforcement Training Center at Glynco. He has over 2000 hours of advanced training in public safety, law enforcement, quality assurance and leadership. For his work on national highway safety and homeland security issues, Graham has received the prestigious Kentucky Colonel Commission from two separate Kentucky Governors. Graham has served as a public safety advisor and trainer to several governments in Eastern Europe, Africa and South America.

Graham has been very active in providing leadership in the areas of homeland security, disaster preparedness, transportation safety, white collar crime, and police agency professionalism. His service includes serving as six-year Commissioner and Chairman of the Florida Commission on Law Enforcement Agency Accreditation, two term President of the State Law Enforcement Chiefs Association, Vice-Chair of the State Joint Task Force of Law Enforcement Communications, the U.S. Department of Justice Homeland Security Advisory Council, the ESF-16 Executive Leadership Council at the State Emergency Operations Center, the Florida Domestic Security Executive Committee Statewide Working Group, the USDOJ "Safe Streets" Grants Board, the Commercial Vehicle Safety Alliance of North America, and was appointed by Governor Jeb Bush to the Florida Seaports Security Standards Council.

He is married to Felicia Adams Fountain, daughter of Lonnie Jack and Peggy Adams, and is the son of the late Dr. Robert G. Fountain, DDS. Grahams ancestors settled the Clear Springs Community in North Walton County in the late 1800's, as well as owned and operated the Marsh Fish Camp and Motel on Highway 20 at Basin Bayou.
